Mid ARRA Funding

American Recovery and Reinvestment Act Funding Summary

Community Action Partnership of Mid-Nebraska (Mid) is the recipient of American Recovery and Reinvestment Act funds allocated through Federal Community Services Block Grant Funds. The Mid ARRA grant award is $889,820. The ARRA contract will end September, 2010.

  • Employment (primary objective of ARRA): Program Activities will include: Job Placement Services, Transportation to Work, and Job Training Program.
  • The Job Placement Services program will assist individuals with services such as resume writing, interview skills, finding employment, filing for unemployment, and have a computer lab available. The program will also assist businesses with filling vacancies. The office will be located at 321 Central Avenue in Kearney and be open from 8:00 a.m. to 5:00 p.m., Monday through Friday beginning September 28, 2009.   • Transportation to Work will increase transit services hours in Hastings/Adams County from 6am – 6pm.
  • The Job Training Program will focus on enhancing skill sets of individuals in areas of marketing, maintenance, medical translation, and senior center hospitality management.

The core principles of these programs are enhancing job opportunities, job sustainability, and increasing educational opportunities.

  • Nutrition: Program activities include a Food Rescue Program. This program will work with the Community Action Partnership of Mid-Nebraska Food Bank. The Food Bank will utilize a refrigerated truck (already in place through grant funding from “Feeding the Hungry”) to pick up frozen meats, dairy items, and fruits being pulled from shelves as they near the “sell by” date. The Food Bank has received access to area Wal-Marts for this purpose. This will increase the availability of food items for pantries and organizations (senior centers etc.) that receive food from the Food Bank.
  • Healthcare: Program activities include expansion to Mid’s Medical Clinics in Dawson and Buffalo counties to expand clinic service to an additional day, provide Diabetes Education, low cost school physicals, and expand immunizations.

Program Accountability:

Mid’s fully automated Grants Management Accounting System (GMS) allows us to track multi-level funding and keep accurate records for every program Mid offers. The Stimulus funds will be tracked and reported out separate from other funding streams. The agency has an annual A-133 audit and all fiscal policies and procedures are approved by our Board of Directors. Mid anticipates a 50% sustainability rate with the ARRA Programs as we will seek additional program support to transition people into full-time employment opportunities. Each of these programs will work with established community partners and collaborate with new entities to fully deploy and enhance opportunities. Success will be measured through the use of the National Performance Indicators and Results Oriented Management and Accountability (ROMA) Goals. Each ARRA program has been entered into and will be tracked through the CSBG Workplan. The CSBG Workplan is the Outcome Reporting Tool used by all Community Action Agencies to report out on program impacts

In addition to these activities -- Community Action Partnership is also the lead agency for the ARRA funded Homeless Prevention & Rapid Re-Housing Program.
